Since this is an electronic information system in which input comes from
various sources and formats, and the information is retained by the
system, I would consider the "input" to be copies and make TREDS the
official documentation.  This assumes that all the relevant information
is captured or is input into TREDS.  With that in mind, you would only
need to retain the input documents as long as administratively
necessary.  I've not found any source that requires you to retain the
"input" documents for any period of time once the information is in
TREDS.

Subject: Motor Vehicle Accident Reports (FR300) and TREDS


Law Enforcement Agencies:
 
Does anyone have a preliminary interpretation as to whether we must keep
a copy of our TREDS submissions?    I'm aware of the current FR300
retention for three years, but how will electronic TREDS submissions
affect submitting jurisdictions?
