The subscribers themselves are in charge of whether the list name is in the 
header for their VA-ROOTS postings. Go here:

http://listlva.lib.va.us/cgi-bin/wa.exe?A0=VA-ROOTS

Click on  "Join or Leave VA-ROOTS". Under "Mail Header Style" check 
"LISTSERV-style, with list name in subject". That should do it.
