I've worked with the King William County tax lists,  and there, the tax 
commissioners included a column on the land tax records  that indicated the 
distance and direction of the property from the county  courthouse. I've used 
those markers to help determine neighbors. It may not be  as precise as you 
may want, but it may be the best alternative.
