BlankIs there not a middle ground?   If it is feasible for you/the library, why not have a separate Library URL for those who will do VA research, yet are not folks from a commercial site who promise much and do little.  Rather than compound your chores, I would volunteer to help police that site, if such would be feasible.  

Too few genealogy buffs attempt to gain source material that is anything other than the opinions of others to be found on the net.  Very often those opinions/conjectures are without foundation, as we all have learned.    Paul Drake
