The Head of Household lists are taken from the tax records- They are an
attempt to reproduce the 1790 and 1800 censuses for Virginia which were
lost in a fire. The actual tax records tax men over 16. The columns
are over 21 and over 16. The head of household will appear even if
they are not taxable - you will see women and non resident males.
