From 1772-1776 Kentucky was listed with Fincastle county VA. 1780 Kentucky had three counties Fayette, Jefferson and Lincoln you can find them listed with the VA census. After 1792 Kentucky was made a state. Court records such as wills deeds and etc the person might of filed in both states. By both states I mean if the person was born in VA and lived in KY he might file records in both KY and VA or just in VA. When the court system improved you will find the information in KY.

Kentucky Ancestry by Roseann Reinemuth Hogan might help sort it out for you.
