Hey, guys.  Found this today on another list (VA Open Govt)
and was sure it would be of interest to VA-Rooters.  The
opinion was issued in late September by the Attorney General
of Virginia.

Attorney General's opinion: Marriage licenses are vital records that
nonetheless are public records

Official Summary:  Original marriage license and certificate maintained
by circuit court clerk constitute vital records required to be open to
inspection by public. Public may have access to microfilmed copies
of such records.
