One question is "how many images" If it's a smallish selection of images
regarding family members, then it would fall under the "fair use" principal.
If it's a compilation of "Death Certificates of Whatever County" 18XX to
19XX" Then that would be problematic.

First Death Certificates are state issued document so they free to use--
Since the LVA is a state library and this is a state issued document I
would think there would be no issue. If the LVA did have some restriction
on use, they could not copyright the document, then I would just order one
from the Dept of Vital Statistics and bypass the library.
