Sorry for the delay in a response.  Per Nicole McGee, Emergent Technologies Librarian with the City of Virginia Beach:



"The City of Virginia Beach offers podcasts from several departments, a Twitter profile, and a Facebook Fan page.  Our website, http://www.vbgov.com, also offers RSS feeds.  A few departments are using MySpace to promote teen-related events and information to young adults, and several departments have their own Facebook Fan pages.  The Library department has been using wikis and blogs primarily for internal use, although there is now an external blog, VBPL Recommends. The Library also offers text-a-librarian and IM reference services for the public. The City also recently installed Microsoft Communicator on staff computers, so employees can now use IM for quick communication."
