I have to agree with the folks who have concerns.  The reasons listed so
far are all applicable.  Other specifics include - will the inmates be
shredding other inmate records (incarceration payback comes to mind)?
Will the inmates be shredding records with PII (personally identifiable
information) that can be used to locate and stalk residents (such as
jurors or those who pressed charges against them)?  While, inmates on
work detail are monitored and "guarded," there are usually far more
inmates than guards in the detail.  Even if it is difficult for inmates
to read or even successfully "lift" a record, public perception will be
against such activity, especially in this "identity theft" enlightened
times.  I realize most law enforcement departments truly believe that
"their" inmates can't get away with such antics, but reality is -
inmates have in the past and can in the future.

Subject: VA Shredding by inmates???

As a Records Manager and VA Beach taxpayer, I am not happy about the
recent revelation that Sheriff Lateigne is planning to use inmates to
shred city documents.  
A.  Those might include my personal documents.
B.  I can think of better uses of taxpayer money during a budget
deficit.
C.  Risk and legality issues come to mind.  

I think it was a very short-sighted and ill-concieved idea.  Sheriff
Lateigne did not contact his own Records Management department for
comment or LVA.  I doubt he's aware of the many laws and regulations
governing our records.
