I have to agree with the folks who have concerns. The reasons listed so far are all applicable. Other specifics include - will the inmates be shredding other inmate records (incarceration payback comes to mind)? Will the inmates be shredding records with PII (personally identifiable information) that can be used to locate and stalk residents (such as jurors or those who pressed charges against them)? While, inmates on work detail are monitored and "guarded," there are usually far more inmates than guards in the detail. Even if it is difficult for inmates to read or even successfully "lift" a record, public perception will be against such activity, especially in this "identity theft" enlightened times. I realize most law enforcement departments truly believe that "their" inmates can't get away with such antics, but reality is - inmates have in the past and can in the future.
