I don't think there is anything missing.  The numbers on the page you linked to are the sums of the columns of numbers: 453 (not 463) white tithables, 20 black tithables, 1367 horses, 2910 cattle, and one business license.  I assume the count of 195 is of the taxpayers (the column of names).  Perhaps John Turton Goff is a tithable in someone else's household, or maybe he was too young to be tithable.
