These days almost all college libraries offer a large selection of
electronic databases, including JSTOR.  

While I am not sure I would say that these institutions warmly welcome
on-site use of their computers and databases by the general public, most
of them seem to tolerate it so long as you don't make too much of a
nuisance of yourself.  (I use one local college library so frequently
that some students, assuming I have some professional affiliation there,
ask me for research help--which I unreservedly provide.)  A few college
libraries require log-in credentials (ID and password) to restrict use
to faculty and registered students, but (thankfully) most do not.

Unfortunately, one can only access JSTOR if one is physically present
inside the Library of Virginia building.  The annual licensing cost to
offer access to the database remotely is far beyond what the Library's
budget can afford.  If the cost ever comes down, we would love to be
able to offer this and other databases remotely to LVA card holders, but
given the current economic environment, it's unlikely that we'll be able
to do this anytime soon.

Can one with an LVA library card access JSTOR through the LVA web site
from a home computer?  If so, how does one do this?
