Here is a portion of Dr. Sinks email to me of last Wednesday, with a link to the SAR Committee on Taxation that spells out the logic and rationale for accepting the 1782 and 1783 tax lists by SAR: _________________________

The Subcommittee on Revolutionary Taxes has approved the 1782 and 1783 personal property and 1782 and 1783 land tax lists.  For the Subcommittee reports, see https://www.sar.org/Committees/Genealogy/Tax-lists

That will identify the statute and rationale.  These are official reports and should be followed by SAR Genealogy Staff.  DAR and SAR disagree about the 1782 lists.  See our rationale.
