Thomas Walker Gilmer resigned to take a seat in the US House of Reps.  Guess
it took the General Assembly a while to choose a successor.

I'm sure this will get a quick response.  The Hornbook lists three different
individuals "member[s] of the Council of State acting as governor" from
March 1841 - January 1843.  Why?
