On balance for the 17th century (the 1600s) I vote for Claiborne too,
though not without recognizing Sir William Berkeley's claim to
extraordinary influence from the 1640s through 1777 - Claiborne started
earlier, 1616 if I recall, and his role in the 20s and 30s was absolutely
pivotal . . .   As Martin Quitt observed in a conversation long ago,
Clairborne was everywhere.....
