I am not too sure about Richmond's records.  The records seem to show up in collections outside the city or region where they were created.  



As for Norfolk's consulate records.... the Spanish consulate records are at UVA's Albert and Shirley Small Special Collections Library.    Spain. Embajada (United States). Spanish Consulate in Norfolk, Virginia Records. 1797-1840.  

Accession # MSS 16307, University of Virginia Library, University of Virginia, Charlottesville, Va.



They also have Norfolk's French Consulate records on microfilm.  The originals are at the Burton Historical Collection within the Detroit Public Library.   Norfolk (Va.), French Consulate Papers, 1784-1831, Accession #7895, University of Virginia Library, University of Virginia, Charlottesville, Va.



My library has the first three microfilm reels of Norfolk's French consulate papers and Library of Virginia has a full set of in their microfilm collection (Miscellaneous reels 3834-3839).



You may want to consider contacting those countries' national archives.  A lot of times, copies of those documents filed with the consulate are sent back to the home country.

Does anyone have any thoughts on consulates in Virginia cities

immediately following the War of 1812?   We recently found family

letters  that include a letter to a Spanish or  Portuguese diplomat in Richmond.



Any thoughts would be greatly appreciated.
