Subject: [VA-ROOTS] Consulates in Virginia cities

Does anyone have any thoughts on consulates in Virginia cities
immediately following the War of 1812?   We recently found family
letters  that include a letter to a Spanish or  Portuguese diplomat in
Richmond.

Any thoughts would be greatly appreciated.
