Yes, I've gotten them when I've been in Delaware temporarily.

May people from out-of-state get inter-library loans?

I recommend that when you visit The Library of Virginia come with a number
of things you want to find.  If you are unsuccessful in finding what you are
looking for, then you can start exploring other records.

Reading the land and personal tax records; the birth, marriage, and death
registers may provide you with valuable information.  The Library's Personal
Papers Collection, Business Records, Records in the Archives Collection,
Church Records, Military Records, Land Office and Northern Neck Patent and
Grant Records, and other records groups have a wealth of information.

I figured out who my great-great-great grandfather's father and grandfather
were by using the land taxes.  I sorted out the Perkinson, Gill and Bass
families in Chesterfield County by reading the Land Taxes and figuring out
where their land was located.  I found a number of the first names of my so
many greats grandmothers in the Vital Statistic Records.  I have also found
the first and last name of other people's ancestors in birth, marriage and
death registers.  I found the only record of another ancestor death by
reading the land taxes.  I also proved descent using the personal property
taxes and tithable lists.

I found a number of ancestors by reading every page in will books, order
books, and deed books.  You can start reading the books in the library and
borrow them on Interlibrary Loan to finish reading the books.

Good luck with your research.  I hope everyone enjoys their visit to The
Library of Virginia
