Hello --

Trying to trace a cousin, Carl Sidney CLARK, who was born 15 Jan 1892 in
Nebraska.  He deserted his wife and children about 1930.

He was living in Los Angeles, but returned to Nebraska to apply for a
SS# on 30 Apr 1940.  At that point, he just disappeared.

I don't think there is any possibility that Carl CLARK is alive today.
He would be almost 110 years of age.

Without a death certificate or date of death the SS won't release any
information.  At what point do they assume that someone is dead so that
relatives can access records under the Freedom of Information Act?
