John,
One idea is to pull a few files (sampling) from each box and determine where they fit on the retention schedule. If the records have a retention of more than
three or four years you probably want to look at hiring a company to restore them. If the retention is shorter may not worth the cost and effort, in my opinion anyway.
If you ultimately decide not to restore the records I would document the circumstances surrounding the damage (along with pictures) and the reasoning for your
decision

Our agency had a water leak in the building over the weekend, and approximately 12 file boxes of "commingled" records were severely damaged. The problem is these
records were in their current unsorted state when I arrived, and I have no idea what their value may or may not be...
Can anyone give me some advice on what to do next...?
