Hi Janice,
I do research in New Kent, also a burned county.  You might want to look at 
all the counties surrounding King and Queen.  There were members of the Bell 
family in New Kent.  My Crumps were in York early on.
Quit Rent should mean that he was likely 21 or older, but I am not sure of 
Quit Rents vs. tithes. We have had interesting information here on the topic 
of tithes and I have tended to regard the implications of the lists as 
giving just an approximate minimum age.
