My husband's grandfather tells us that he was over 21 when married, but
grandma wasn't.  They were directed to a Justice of the Peace who wrote
the number 21 on a piece of paper, and told her to stand on the paper. 
Then he told her to say that she was over 21.  When she did, he married
them.
