send the reply to the specific email of the person asking the question, not to the listserv.  The email is generated by the listserv, therefore when you hit "reply" it goes to the listserv.  The FROM line states "on behalf of" so it's easy to see what the email address is of the of the person who's posting the question/comment.

I believe whenever someone tries to reply to the sender it automatically does reply all.  I think what everyone needs to do is send a new email to the Library of VA with their questions, not reply to announcements.
