What scenario is implied when someone who appears to have close family, adequate funds, and a respected position in a community is provided aid by the parish?
 
Here is a quote from the October 1761 meeting of the Cumberland vestry in Lunenburg County:
 
To John Inloe for services about the Church -- 200
To Matthew Lines to the care of George Phillips Gent -- [amount illegible]
 
In August 1761 George Phillips was listed as a member of the vestry.  I know he had family in Lunenburg and land.
 
At what point did the parish step in and provide care when, by today's standards, that was the role of the family?
