I'm sure others can give a more complete answer but, from the Pendleton District, SC 1830 newspaper article:
"State Tax is 20 per cent, less than last year, except for free Negroes, which is as before. Poor Tax 12½ per cent on the General Tax. All tax returns not made by the first of April, will be Doubled (sic) Taxed; and all Taxes not paid by the first of May, will be collected by the Sheriff. Ezekiel Harris. The Tax collector for Pendleton District will be at the following places:" . . .

The dates for each location shows they were only there for one day. In Anderson District the 1st location is Monday 15 Feb 1830, the last location Monday 1 Mar 1830. Pickens District locations start Tuesday 2 Mar 1830 and end Monday 22 Mar. 1830. These dates exclude Sundays.

   If it was mandated that
the people submit to their tax precinct by a certain
date what method was used to be sure of compliance?
Would the tax collector do a sweep of the area or
  would neighbor turn in neighbor?
