Last summer the LDS scanned the records at the Jackson Co. AL courthouse with trained local volunteers from the Jackson County Genealogical Society and there were no problems. I would assume that it all depends on the training of the local volunteers and if there are trained local volunteers who care about the documents they are handling. I suppose there are careless people even with the LDS as with the LA Archives incident. I hope you reamed the Director of the LA Archives.

As pointed out by Joanne it would also be a good idea to give your state and local libraries/archives and genealogy groups copies of your records.

When I say copies of your records I mean actual paper copies not CDs and those paper copies on archival paper if you want them to last.
