The US courts have held that digital files are copyrightable as "fixed form".

The problem with a student quoting "too much" verbatim is plagiarism
(an academic violation), not copyright infringement. (Presumably the
student is not publishing his exam answers. If he is, that's another
serious honor code violation in most universities.)
