The VA Department of Historical Resources (VDHR) has copies of all the nomination forms for Virginia -- a property must be on the VA Landmarks List to be considered for the NRHP. Their website has a few nomination forms on-line, but I couldn't find one for Wheatland Manor. You can try calling them -- I think Botetourt falls under the Roanoke Office (540) 857-7585 or contacting them through their website: http://www.dhr.state.va.us/ >From the National Parks website you can find greater details on a property by Seaching with Database Details. I did this for Wheatland Manor --- under "Other Names" for the property they only have listed "VDHR 11-38," which is a VA landmarks number -- since they don't list the other names you mentioned, I doubt it is the same, but who knows. It went on the National Register in 1992. You might also try contacting the local historical society (if there is one); they might have a copy of the form. I know the Maryland Historical Society has copies of early nominations on microfiche -- I don't know if VA has the same thing, but you could check.
