I meant to say Edmund Scarborough, not Charles. I believe Charles was his brother and a physician to the King. Jay Worrall, in "The Friendly Virginians", about the Quaker movement in Virginia, referred to Scarborough as an unprincipled "Prince of Darkness". He WAS quite a piece of work it seems, and I wonder if any other early Virginia leader was in his class? He, of course, did have the physical separation of the Eastern Shore to aid and abet in his various "independent" activities. My apologies for the mistake.
