I wanted to thank John Dinan and Jon Kukla. I had asked about the organization of the Governor's requirement to 
"ensure that actual expenditures do not exceed actual revenues by the end of the appropriate period".

John Dinan showed me where the specific answer was to be found. Jon Kukla introduced me to Howard's "Commentaries 
on the Constitution of Virginia".

I was fortunate to obtain on library loan from Blue Ridge Community College both volumes of Howard's "Commentaries".

My regret is that I have to return this loan sooner than later. The wealth of Virginia historical information 
revealed in these two volumes is much too rich for me to absorb in the short weeks I have left on the loan. But I 
am fortunate that BRCC is just minutes away from my home and I have recorded "Howard's" shelf location.

To paraphrase my Delegate: "We can't print money like the Federal Government." To cite our true debt: the U. S. is 
approaching 60 trillion dollars owed. To admonish some of our cousin states: Get you own house in order least your 
begging cost me. To advise Virginians: tough love - clearly, definitively, and concisely identify and define 
essential services.
