Thank you. I have ordered the volumes recommended by John Kukla through an inter library loan. I hope they shed a "story" light on how this requirement came about for purposes of watching how the upcoming Assembly deals with the revenue shortfalls that are now forecast several years out. I am interested in watching our culture change from a minus savings one to a plus savings and the implication that we may be at the end of the "consumer driven economy". ----- Original Message ----- From: "John Dinan" <[log in to unmask]> To: <[log in to unmask]> Sent: Sunday, November 02, 2008 8:27 PM Subject: Re: 10310036Z08 Virginia's Balanced Budget Requirement This requirement can be found in the second paragraph of Article X, Section 7 of the Virginia Constitution, and was added by an amendment approved by voters in 1984.
