According to _Officers of the Senate of Virginia, 1776-1996_, by Louis H. Manarin (Richmond, 1997), p. 309: Shelton C. Davis was Clerk of the Virginia Senate from 1852 to 1879. The name George W. Williams does not appear in the book. I looked at the entry for George W. Williams in the 1870 census. His age (30) and economic status (no real estate, owns $150 in personal property) suggest that he must be something less that the prestigious chief Clerk of the Senate. His occupation does say "Clerk of Va. Senate" but I suspect what is intended is a clerk IN the Va. Senate. Donald L. Wilson, Virginiana Librarian Ruth E. Williams served as Clerk of the Virginia Senate? That was listed as his occupation in the 1870 Henrico County census. A biography and obituary for him may also exist in some record of public officials, but I don't know when he died. If he died still in that office the Senate may have entered a memorial of him in their minutes. He and his family were in Richmond in 1870 and 1880. His widow, Bertha, was living there in 1900.
