Between 1790 and 1830, each state was allocated one Representative for each 30,000 of population. Only 3/5th of the number of slaves counted toward determining the number of Representatives. The census counts for population and slaves are available. However, fractions of populations did not receive a Representative. We also know the number of representatives that each state was allowed. Is there a source that records how the mathematical allocations were made in each state that counted slaves?
