Actually the Freedmen's Bureau field office records
contain a number of unique registers that are similar
to the one you described.  Herbert Gutman analyzed
several black Virginia population records, but there
were others, various lists of freedmen that served a
number of purposes.

Some of the details in these records are amazing,
especially when parents account for all of their
children, living, dead or lost.  Perhaps you could
post this to a genealogy list.  I'm sure someone out
there would take on the trascription project.
