The Secretary of the Commonwealth maintained a list of county/city officers for the Governor. Those records have been microfilmed and are available in The Library of Virginia reading room or via interlibrary loan. 

The catalog record for the volumes is below.

Title: Registers of justices and other county officials, 1775-1865.
 
Summary: These volumes list justices and other civic and county officials, including clerks, sheriffs, coroners, escheators, surveyors, and commissioners of wrecks. Each volume is arranged alphabetically by county and each entry includes name of the office holder and the date qualified and commissioned. Includes volumes for 1768-1833, 1775-1818, 1780-1811, 1780-1822, 1786-1845, 1793-1852, 1795-1813, and 1852-1865.

Where would be the best place to look for a list of Halifax County  

sheriffs, beginning with the first, when the county was formed in 1752 or as  

soon 

thereafter as the office began to be used.
