Though the practice was a tad misleading since the phrase "to alienate" meant to convey complete title to land to another person, in this context "alien fee" means those sums due from the tenant instead of the lessee from the "Lordship" - Baltimore clan (as in Lord Baltimore's heirs).
Pursuant to the grant of the King to Lord Baltimore, the colony of MD - as sovereign - here leased for an annual rent of L1 separate lands to Priliman. He allowed - agreed - that Kendall and Stockwell could work those separate tracts for L2 per year each, thus doubling his money. Nevertheless, had that tenants not paid the annual rentals, the Colony would have looked to Priliman for the sums, and had he not paid - no matter their deal with the tenants - the leased lands would have been forfeited to the Colony.
You here also have evidence that Priliman was well acquainted with those two lessees, since only through trust would he permit another to be obligated for and pay the rentals in a timely fashion. This was common practice in that Colony, since that was the purpose of the giant grant from the Crown to Baltimore in the first place, i.e., to produce profits for Baltimore and a larger tax base for the Crown.
