A short, and probably incomplete answer is that the Virginia Department of Education first provided state-aid to funding for Kindergarten classes in 1966. That said, I would be almost certain that the kindergarten concept was implemented in places throughout Virginia as its popularity grew beginning with its introduction into the United States in the 19th century.
