H. R. McIlwaine's extremely valuable edition of the fragmentary surviving
early records of the Council and General Court of Colonial Virginia went out
of print a great many years ago, so in 1979 the Virginia State Library (now
the Library of Virginia) issued a revised second edition with new material.
It, too, has now unfortunately gone out of print.

It is a standard, even essential, source for students of the 17th century.
As such, it can be consulted in most good research libraries, and it should
be easy to obtain a copy of the second edition through Interlibrary Loan.
Ask at your local public or nearby academic library.
