Yes there is the "The Virginia Census: A Guide" from the LVA that I use. It 
is a PDF file available for download. The filename is 
"Virginia_Census_Guide_0702.pdf".

I just looked all over the LVA website to find this file again but no 
success. I have no idea where I found it at. I found it only a month ago so 
it must still be there someplace. According to this guide the missing 
counties are:

The following information is found on page 4 of this guide"

"The 1810 schedules for the following counties are missing: Cabell, 
Greenbrier, Halifax, Hardy, Henry, James City, King William, Louisa, 
Mecklenburg, Nansemond, Northampton, Orange, Patrick, Pittsylvania, Russell 
and Tazewell."

I do not know if any of the independent cities are missing.
