I have run into this situation twice before.  Both times involved a child
or a ward who
were listed in two households: in the first instance in the home of the
parents and a 
relative and the other instance the child was in the household of his
parents and then
in that of his guardian (who was his uncle, the parents having died between
censuses).
Both times they were listed in different states.  I was lucky enough to
find
court records, tombstone inscriptions, obituaries, etc. to verify that this
was the case,
but without those I'm sure it would have been very difficult to figure out
what was really
going on.
