According to Chataigne's Richmond City Directory, 1889-1890, at 
Ancestry.com, Alfred Bailey, a "magneto-masseur" lived at "624 Broad E." 
Francis M. Cox, a plumber, boarded upstairs. James H. Cox and Ernest Dewez, 
both tanners, also lived there. Charles Haase, a furrier, is also listed 
there, with an additional address of 619 10th N, maybe the address of his 
business? Same for Samuel Heislich, occupation listed as "notions," with a 
second address at 312 12th N, maybe his shop.

Unfortunately, Ancestry only has the machine-read words, not an image of the 
actual directory, so looking at the actual pages might make it clearer, but 
it sounds like the address was a boarding house, with perhaps one of the 
above people also having their business downstairs. Hope that's at least a 
little help!
