The government does still change the accuracy capabilities of the commercially available GPS units.  They were, in fact, very vocal about the fact that they were doing this during the War in Irag this past spring.  They readily admitted they were doing it to make things harder on the enemy.  There was one point during the height of the war that they said the general commercial unit could be as much as a mile or more off.  I saw it discussed on several news channels.
