English law required that the boundary lines be observed by the neighbors 
and two neutral persons every four years. This was overseen by the Anglican 
Church Vestry and was often referred to as "beating the bounds". I checked 
Black's Law Dictionary, 6th edition,  and did not find an age requirement.
