We live in Fredericksburg VA and it is my understanding that the records are
the property of the clerk, not public domain in the Commonwealth of Virginia.
 Not sure why it's different here, but I was informed of this a few months
ago.  We are members of the local genealogy society and this is what someone
told us when we were inquiring.
