Does anyone know where records of inmates confinement at the Virginia Penitentiary on Spring St. in Richmond are located?  Would they be "public records"...

Interested in learning about a 58 y/o man on 1930 census.  His b/d would be ca 1872, need to find what and where he was convicted to determine if same as person I am researching.

Help or suggestions, please?
