Thanks for the correction Wilmer. Actually South Norfolk
was a borough at one time and Portlock was a part of
it. It was like a city unto itself with it's own police force,
library, schools, etc. I don't believe South Norfolk or 
Portlock were ever a part of the city of Norfolk. Marriage 
records and such in the early days before Chesapeake 
were recorded in the city of Portsmouth from what I've 
been able to gather. Early census records do show the
South Norfolk/Portlock area as being a part of the 
city of Norfolk. By 1930 South Norfolk is designated
as a city itself in the census.  Like I mentioned before,
this is a work in progress and any help is greatly
appreciated.
