Folks:

You seem to be confused about Virginia's tax structure.

There were two distinct types of taxation -- 1) a tithe or poll tax collected on
white males, slaves, and free blacks; and 2) a land tax.

The tithe was only collected once, in the county of residence for whites and
free blacks, and in the case of slaves, in the county where they were quartered.

The land tax was collected in the county the land was located, irrespective of
the residence of the owner.

Thus an individual paid his tithe in the county where he lived, but might pay
land taxes in several counties depending upon where he owned land.

That was my understanding, too. Since people often owned land in different
counties, a county would lose a lot of tax income if absentee landowners were
not taxed. If that were the case, most people would intentionally buy land in
counties they didn't reside in.....always trying to avoid those taxes :-)
