One explanation could be that he owned taxable property in Rockingham County
from 1799-1802, but lived somewhere else. I am researching a man from
Lynchburg who appears in the Amherst County personal property tax books as
"0 white males" because he owned slaves and livestock at a farm in Amherst
County, but he, as a free white male, appears on the Lynchburg books.
