The Library of Virginia is conveniently located in downtown Richmond adjacent to Capitol Square. Established in 1823, we are one of the oldest agencies in Virginia government. As both a state library and state archives, the Library of Virginia is the most comprehensive resource in the world for the study of Virginia history, culture, and government. The Government Records Services Division Director position is a new position for the Library, offering an opportunity for the selected candidate to provide vision and leadership and to continue to build on the Library's strong reputation among the state and national archival community. As a member of the Library's Executive Management Team, the Director will help set policy and provide strategic direction for the Library. Members of the Executive Management Team work collegially to provide leadership and strategic direction for the Library and the staff.

The Government Records Services (GRS) Division is responsible for administering Virginia's state and local records programs, providing records management services to 591 state agencies and local governmental offices, and overseeing the Library's records storage program. The Division acquires, arranges, describes, preserves, and facilitates access to the Library's incomparable archival collection of Virginia state government records. The successful candidate will be responsible for working with state and local officials and agencies to identify, schedule, reformat, secure, and preserve Virginia's official documentary records in accordance with the Virginia Public Records Act and with all federal, state, and industry standards and regulations. This position also provides administrative oversight of the Virginia Circuit Court Records Program as well as the Records Storage Program.

The ideal candidate will have advanced experience in program management and administration, supervision of professional and management staff, and budget preparation and management.
To be considered for the position, candidates must possess the following:

*        Comprehensive knowledge of archival and records management practices and procedures, including acquisition, analysis, processing, description, and collection maintenance;
*        Considerable knowledge of the organization of state government and US history, Virginia preferred;
*        Considerable knowledge of circuit court records and other local records preferred;
*        Considerable knowledge of online archival-description utilities;
*        Considerable knowledge of basic conservation-preservation procedures;
*        Considerable knowledge of microform and electronic reformatting;
*        Knowledge of a public service environment and operations;
*        Excellent communication (written and oral) and interpersonal skills;
*        Demonstrated ability to lead professional and paraprofessional staff effectively;
*        Demonstrated ability to organize complex workflows; develop teamwork across multiple programs, and to exercise a high level of independent judgment;

*        Demonstrated ability to represent the program to the archival community, the Library and Foundation boards, elected and appointed officials at all levels of government, historical and educational communities, diverse audiences, and constituent groups;

*        Ability to effectively administer a budget within state and agency guidelines;
*        Experience in budget preparation and management;
*        Advanced and progressive experience in program management and administration and supervision of professional staff in a large archival and/or records management organization, historical society, university, or similar cultural or educational organization;
*        Master's degree from an accredited university with a concentration in archival administration, history, library and information science, or related field preferred; and,
*        Certification as an archivist or records manager highly desirable.

An equivalent combination of education, training, and experience may substitute for educational requirements.
